About the Course
The aim of this course is to provide grounding on the principles of good public sector corporate governance. These relate to transparency, accountability, responsibility, leadership, integrity and commitment. Given the commitment in Transforming Public Services to a more integrated and cohesive public service and a new Senior Public Service (SPS), the programme will elaborate on these principles, assess their importance in public sector organisations, and examine how the proposed changes are likely to affect governance arrangements.
Formal training programmes in Corporate Governance are needed to provide a learning structure within which attendees learn to develop a “healthy” understanding of good corporate governance practice.
This course will equip those involved in public sector bodies with a clear understanding of corporate governance in a public sector context. This includes the management of the relationships between central departments and other public bodies as well as central tenets of good corporate governance that apply regardless of whether an organisation is publicly or privately owned.
Following the successful completion of the course, delegates will have acquired an understanding of effective corporategovernances. On completion of the course, graduates will better understand:
- What is meant by corporate governance;
- How corporate governance has developed in the public sector and in the private sector;
- The 2016 Code of Practice for the Governance of State Bodies and developments since then;
- How the principles of corporate governance can be applied to public sector organisations generally;
- The impact of good corporate governance on the culture of organisations;
- The practical operational benefits that ought to result from the application of the principles;
- Consequences of bad corporate governance for the public sector;
- The accountability process for public sector organisations;
- Understanding and implementing the legislative and regulatory framework;
- Risk assessment and mitigation of risks;
- Risk management and how to apply it to an organisation;
- Overview of fraud risk frameworks, including fraud risk assessment and trends
- A broad overview of future trends in corporate governance.
The intended audience is for those involved in the supervision, management, operation or control of public sector bodies. In particular the course will hold a practical appeal for attendees from the civil service, state agencies and bodies, universities and local authorities. It is also of value and interest to specialists, officers, directors and officials at all grades who require knowledge of effective corporate governance and who wish to progress their careers.
This course is accredited by the Institute of Commercial Management (ICM). Attendees will receive an ICM Continuing Professional Development (CPD) Training Award on successful completion of the course including attendance and coursework assessments .

Andy Cullen is a former Assistant Secretary in the Civil Service where his career focused mainly on corporate governance and regulation in the transport, energy and telecommunications sectors of the economy and strategy and investment in the public transport sector. He has extensive experience in dealing with State bodies and with the EU and international bodies, including serving for a period in Brussels with the Department of Foreign Affairs.
Garrett Fennell is a solicitor and a specialist consultant in regulatory and public affairs. Garrett has advised a large number of public bodies on compliance issues and practices. Garrett is a founding Director of Public Affairs Ireland and established a specialist regulatory and public policy consultancy in 1997. He formerly worked as a public affairs consultant with the ESB.
Kenan Furlong is a partner in the Litigation and Dispute Resolution Department of A&L Goodbody. He has advised on some of Ireland’s most high profile corporate crises in recent years. Kenan heads A&L Goodbody’s Fraud & White Collar Crime Unit with Joe Kelly. He advises clients on internal investigations, whistleblowing issues, dawn raids, and money laundering issues. He also advises clients on managing their relationships with various Irish regulators and the Garda Bureau of Fraud
Investigation and on assisting with investigations by foreign regulators such as the SFO, the IRS, and the SEC. Kenan is a regular contributor to the national and international debate on white collar crime. In July, 2012 he presented to an Irish Government Committee on Ireland’s whistleblower legislation In recent years he has chaired international conferences in Dublin, Dubai, and Istanbul. In 2014 Who’sWho Legal rated Kenan as “among the world’s leading Business Crime Defence lawyers”.
Michael Bullock is a Senior Manager in the consulting practice in Mazars. He is a fellow of the Institute of Chartered Accountants of England and Wales. He has over 16 years’ experience in advising organisations in the specialist areas of corporate governance, risk management and internal audit. Michael has led governance reviews across a range of sectors to help organisations improve their governance structures,processes and performance. He has significant knowledge and experience of implementing risk management and governance frameworks within the public and private sectors.
Justin Moran is a Director in the Governance, Risk and Controls team in Mazars. He is a fellow of the Institute of Chartered Accountants in Ireland, Certified Information Systems Auditor and also holds a Diploma in Forensic Accounting. He has over 18 years’ experience in advising organisations in the specialist areas of corporate governance, risk management and internal audit. Justin has led a large number of governance reviews across a range of sectors to help organisations improve their governance structures, processes and performance. He has significant knowledge and experience of implementing risk management frameworks within public sector, private sector, not for profit and regulated entities. More recently, Justin has led many high profile fraud and investigation cases across the private, public and charity sectors in Ireland.
