About the seminar  

This intensive one-day training programme is designed to develop core competencies for Executive Officers, grade 4/5/6 officers (and equivalent grades), in line with the PAS civil service competency framework.

The programme will enable participants to understand and develop their role and effectiveness within their organisation, with a particular focus on developing their skills to improve interpersonal effectiveness, people management expertise and the delivery of results.

Learning Outcomes

At the end of this programme, learners will have a good understanding of the following core competencies, and how to apply them to be an effective at their grade:

  • Understanding your role – objectives and development needs;
  • Developing interpersonal and communications skills
  • Effective delivery of results through managing time and priorities, decision making and delegation
  • Managing people effectively

Training Style

This is a highly interactive programme, with an emphasis on practical skills development through the use of a range of learning interventions including the following:

Case studies/scenarios;

Role-play and group activities/exercises;

Presentations and group discussions

A reflective learning project.


To allow for the delivery of an effective blended learning programme, PAI will provide each learner with access to our online Learning Management System, Moodle. All course materials and recommended resources will be posted on Moodle to provide learners with post-programme learning and support.

Course Tutor

Sile O’Donnell is a HR and Training Consultant and an Adjunct Assistant Professor in Trinity College Dublin. She has over 25 years’ experience of designing and implementing best practice HRM, change management and training strategies, initiatives and policies in the public sector. She was Director of HR in the Eastern Regional Health Authority for five years and an Assistant National Director of HR in the HSE for five years. She provides a range of HR services (including individual and team coaching, line management and change management training, HR strategy and policy development, employee relations advice and representation) to many organisations and individuals in the public and private sector.
